Bottled water is regulated by the various fifty U.S. states differently and sometimes far more comprehensively than the Food and Drug Administration (FDA) or the Environmental Protection Agency (EPA). States often control certain chemicals and drugs more stringently than even the Department of Justice and the Drug Enforcement Administration (DEA). Although the Bureau of Alcohol Tobacco and Firearms (BATF) Tax and Trade Bureau (TTB) issues permits for distributors and importers and storage facilities handling alcoholic beverages, every state has an Alcoholic Beverages Commission (ABC) or equivalent agency that lays down an additional layer of permitting, labeling and record keeping requirements, and taxation. Even cancer-causing ingredients and components of products regulated by virtually any other federal agency are regulated separately by individual states, particularly, for instance, California via its Proposition 65.
